For introduction, Orion is one of the New Gods (by Jack Kirby), he is
son of Darkseid, evil lord of Apokolips, and he is a good guy anyway.
From the Slab water department, one of Orion's opponents, the water
monster, the jokerised Slig released too.
After he has destroyed a number of ships by his monster fishes, they
damage the sluices of the Panama Canal which causes a huge flood as just one of
ocean water flowing through the other. (Small note: the sluices of the Panama
Canal are necessary due to the level difference between the two oceans, but
also in the mountains between them.)
Orion, who up to now has convalesced at a homeless (from an injury at
some previous episodes) he departs to rid of it. Meanwhile, the Joker pisses
off Sligo (it is not clear why).
This is it. Walter Simonson's story is quite plot free with
disinteresting performance. His simple and snippy draws drawings and lumpy are
enjoyable especially with Bob Wiacek's a bit garish but nice colouring, but it
doesn't carry the whole booklet.
Although the issue is not officially part of the crossover but
practically yes. There Orion turn the monster fishes into stones to clog the
Panama Canal; and after a huge battery, he sent Sligo to Apokolips.
